A review of the fostering system in England includes 36 recommendations to the government about how the outcomes of children in foster care can be improved.
This is an independent report led by Sir Martin Narey and Mark Owers. It follows a closed consultation seeking views on the current state of foster care in England and how to improve the prospects of children in care.
